Voice Platform Licensing and Capacity Audits
Two numbers drift apart in every voice environment: what the organisation is paying for and what it actually needs. The drift is slow and always in the same direction, because seats are added when people join and rarely removed when they leave, and because capacity is sized for a peak that may no longer be the real one. The result is usually overpayment, occasionally a genuine shortfall at the worst moment, and almost always a renewal conversation conducted without evidence. This article covers how to reconcile licences against reality, how to read capacity against genuine peaks, and how to turn the audit into a decision rather than a spreadsheet.
Reconcile Three Lists
An audit is only useful if it compares independent sources. The licence record says what was purchased, the platform says what is provisioned, and the directory says who actually exists. Differences between the three are the findings: seats paid for and unused, provisioned users who left months ago, and active staff working around a system that never gave them what they needed.
| List | Source | What a mismatch reveals |
|---|---|---|
| Purchased | Licence and contract records | Over-provisioning, or a renewal that no longer matches the estate |
| Provisioned | Platform configuration | Accumulated accounts that were never released |
| Actual | Directory of current staff and roles | People who need access and do not have it, or the reverse |
Capacity Is About Peaks, Not Averages
Concurrent channel capacity is the number that causes incidents, and it is the number most often estimated rather than measured. Average utilisation looks comfortable right up to the point where a campaign, a weather event, or a product launch produces a short, sharp spike. Auditing capacity means finding the real peak in historical data and asking whether the platform, the trunk, and the licence all permit it.
- Identify the highest genuine concurrency observed over a representative period
- Check that platform, trunk, and licence limits all permit that peak with margin
- Note whether the peak was served or whether calls were refused or queued
- Consider whether seasonal or campaign peaks differ materially from the annual picture
- Confirm emergency calling is not counted against the same limit in a way that could block it
What to Do With the Findings
Findings are only useful if they change something. The valuable outputs are a release list of accounts to reclaim, a shortfall list of people who need access, a capacity figure to take into renewal, and a cadence for repeating the exercise. Without a cadence the drift simply resumes, because the drift is a consequence of normal staff movement rather than of anyone's mistake.
Redstone Approach
Redstone supports licence and capacity review for the REX IP-PBX platform, including reconciliation of purchased, provisioned, and actual usage, and analysis of observed concurrency against configured limits. Our teams can produce the release and shortfall lists, advise on renewal quantities based on measured peaks, and propose a review cadence that matches your staff turnover. Commercial licence terms remain a matter for your contract, and we scope technical review work in writing.
